CEAD Council's Mission is to provide a comprehensive array of services for behavioral health promotion and substance abuse prevention, intervention, and treatment through an ongoing process of needs assessment, remediation implementation and systematic evaluation of accomplishments. The Central East Alcoholism and Drug (CEAD) Council is a community based, not-for-profit corporation offering services to address chemical abuse, dependency and other therapeutic needs. CEAD Council was originally incorporated in 1972 and opened its first facility early in 1973.

Services Offered
INTAKE/DETOXIFICATION SERVICES - The Intake/Detox Unit provides 24-hour services to clients in need of medically monitored detoxification from alcohol and/or drugs. Services include testing, evaluation, supportive counseling, initial recovery education and healthcare monÂÂitoring throughout the physical withÂÂdrawal process. There is a variable length of stay in the Intake/Detox Unit. During the stay a comprehensive assessment is completed which results in a recommendation for further care.
INTENSIVE OUTPATIENT SERVICES - Intensive Outpatient Services are designed to provide structure and support for individuals who are in need of intensive treatment and can remain in their own living environment while receiving these services on an outpatient basis. The individual participating in this level of care will receive individual, group, and family counseling. This design offers the individual the opportunity to receive such services while working, going to school, or while caring for a family.
ADULT OUTPATIENT SERVICES - Adult Outpatient Services are designed to maximize therapeutic benefits for a healthy lifestyle while allowing the client to continue normal employment, family and social interactions. Adult Outpatient Services strive to assist the individual in attaining "balance and moderation" in his / her life through individual, group, and family counseling sessions.
ADOLESCENT OUTPATIENT SERVICES - Adolescent Outpatient Services offer a wide variety of treatment programming for adolesÂÂcents who have experienced problems in their lives from the use and/or abuse of alcohol and drugs. Our Youth Leadership Center provides a peer culture that is conducive to recovery and assists youth to develop needed behavioral changes while providing the setting to utilize positive leadership qualities. Specific services include individual, group and family counseling, recreational therapy, and gender-specific group meetings.
Fees and Payment
Substance Abuse Inpatient per day: $375.00 per out of pocket per day. Additionally, we accept various insurance and payment option such as other insurance, Medicaid, we also offer a sliding fee scale program which is based on income and other factor.

A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
