Specialized Treatment, Education and Prevention Services, Inc. (STEPS) is a private substance abuse treatment agency whose mission is to provide a continuum of treatment for substance abusing individuals and individuals with co-occurring disorders, prioritizing those who are indigent, pregnant, postpartum and/or have small children in Orange, Seminole, Osceola, and Brevard counties.

Services Offered
Adult Outpatient Programs - (Orange, Brevard and Seminole Counties) Provide evidence-based substance abuse counseling and educational services to adults. This includes a specialized group for pregnant and post-partum women. Referrals are accepted from various sources including the Florida Department of Corrections, county probation, the Florida Safety Council, pain clinics, Community Based Care (CBC), Family Intervention Services (FIS), Devereux, Children's Home Society and self-referrals.
Adult Day Treatment Programs - (Orange and Brevard Counties) Provide services to clients with substance abuse problems by means of evidence-based cognitive behavioral group therapy, network therapy, individual counseling that utilizes evidence-based motivational interviewing and family intervention as needed.
Adult Drug Court - (Brevard County) Includes a qualification phase and three (3) phases of outpatient treatment, consisting of group and individual counseling and mandatory attendance at self-help meetings. Services include comprehensive assessments, evidence-based outpatient treatment; individual counseling; life skills; anger management; recovery support services and transportation. Areas addressed in treatment include substance abuse education, behavior patterns of addiction, rational and irrational thinking patterns, recovery process, relapse prevention, gender/cultural issues, communication skills, stress management, anger management, life skills and HIV/AIDS education.
Inmate Treatment Program - Provides services to inmates of the Orange County Jail through funding from the Edward Byrne Memorial Justice Assistance Grant program. The primary purpose of the program is to provide an avenue of treatment, exposing adult inmates to substance abuse treatment in the form of a modified therapeutic community and an assortment of community services as they are released from incarceration, as well as build and strengthen their recovery support network.
The Young Fathers Initiative - Targets juveniles 17 years old and under and adults 18-24 years old who are incarcerated in the Orange County Jail and have been referred to the program by corrections staff. The program utilizes Parenting Inside Out (PIO) which is an evidence-based, cognitive-behavioral parent management skills training program that is designed for use with incarcerated and criminal justice involved parents.
Fees and Payment
Evaluation fee: $40, Group fee: $20.00, Treatment Plan fee: $20.00 and Urinalysis testing fee: $15.00. (Outpatient)
Fees are supplemented by Central Florida Cares Health System and Orange County Government; however, clients that are able to pay program fees are to pay based on a sliding fee schedule. Services are never denied to clients based on their inability to pay. (Day Treatment)

A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
