The Freedom Center is an alcohol and other drug outpatient treatment and prevention center. It was originally known as the Alcoholism Center, before becoming the Alcohol and Drug Freedom Center of Knox County in 1985.

Services Offered
Mental Health - The Mental Health Program philosophy and goal is to provide accessible and respectful, evidenced-based practices treatment services to assist clients with improving their quality of life. Treatment services are driven by client need and preference. The program serves adults with mild to moderate mental health disorders and those with co-occurring substance use disorders. Individual counseling is offered using modalities from Motivational Interviewing and Cognitive Behavioral Therapy. Eye movement desensitization and reprocessing (EMDR) is available for individuals who have experienced trauma. Co-Occurring Recovery (CORE) is an integrated group for men and women who have a mild to moderate mental health disorders with a co-occurring substance use disorder. The group utilizes the curriculum CBT for Co-Occurring Disorders.
Adult Intensive Outpatient Program (IOP) - The IOP program philosophy and goal is to provide accessible and respectful, evidenced-based practices (EBP) treatment services to assist clients with improving their quality of life. IOP meets three times a week for three-hour group counseling sessions and provides individual counseling and case management. The program serves a male population with moderate to severe substance use disorders who have a need for increased structure and support. Treatment services are driven by Stages of Change and utilizes the Living in Balance curriculum.
Adult Substance Use Outpatient Services - The Adult Outpatient program philosophy and goal is to provide accessible and respectful, evidenced-based practices (EBP) treatment services to assist clients with improving their quality of life. Individualized treatment services are driven by Stages of Change and use modalities from Motivational Interviewing and Cognitive Behavioral Therapy. The Adult Outpatient Program provides individual counseling, case management and the following groups: Contemplation, Addiction Relapse Prevention (ARP), and Moving Forward.
Adolescent AOD Services - The Adolescent Program philosophy and goal is to provide accessible and respectful, evidenced-based practices (EBP) treatment services to assist clients with improving their quality of life. The Adolescent Program provides group counseling through a three-step program designed around the Stages of Change and individual counseling. The program works in collaboration with the Knox County Juvenile Court to operate a Drug Court program for court referred youth. The program serves populations under 18 years-old. Treatment services are driven by Stages of Change and use modalities from Motivational Interviewing, Evidenced Based Practices Matrix Model for Teens and Cognitive Behavioral Therapy. Trauma Informed group counseling is offered to both male and female populations using the EBP, Seeking Safety.
Women's Substance Use Services (Project WORTH) - Our Women's program is a gender specific outpatient treatment program serving women with substance abuse problems through their life span by focusing on providing individual support and a nurturing environment for women to heal and grow. Our empowerment model seeks to build on women's strengths in order for them to develop a foundation of wellness and promote healthy independence. This will allow the women to sustain themselves throughout their recovery and beyond. The Women's program provides individual counseling, case management services and the following groups: Women's First Step to Recovery, Seeking Safety, Women Embracing Wellness (WEW), and Women's Anger Management (WAM).
Criminal Justice Services - The Criminal Justice Services program focuses on early identification of addiction, treatment engagement and retention. Municipal and Common Pleas court referrals are provided assessment in the Knox County Jail setting. Those with a qualifying diagnosis are provided groups, individual counseling and case management as needed for re-entry. Services are also provided as on-site satellite offices at Municipal and Common Pleas program buildings to help increase client access to treatment and reduce engagement barriers. This program is operated in collaboration with the Knox County Sherriff's Office, Mount Vernon Municipal Court and Knox County Common Pleas Court.
Fees and Payment
Freedom Center accepts most commercial health insurance plans as well as Medicaid and Medicare.
We also offer a sliding fee scale based on income and family size for those not covered by insurance. We will work with you to make any uncovered amount affordable so that the cost of treatment is not an obstacle to getting help.
No one is denied service because of their inability to pay.

A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
