Each year we grant Top Non-Profit Badges to agencies based on these criteria:
- Consistently accepting clients
- Offering a wide range of services e.g. marriage counseling and child counseling as reported by our users.
- Our users reporting affordable services.
Our aim is to guide our users to agencies most likely to be able to help. In addition to the above criteria we also exercise editorial discretion with our choice based upon our experience. We take our responsibility and objectivity seriously. We don't accept any form of payment from providers for this honor.
Mental Health Resource Center
Founded in Jacksonville in May 1977, Mental Health Resource Center, Inc. (MHRC) is a Florida not-for-profit corporation that provides a wide range of behavioral health and social services to the community.
EMERGENCY MENTAL HEALTH SERVICES
The MHRC Emergency Services departments provide screening and assessments for appropriateness of admission to the MHRC inpatient treatment programs for adults, adolescents and children. Emergency Services also provides telephone and face-to-face assessments and referrals to other services for individuals who are not admitted to the inpatient programs.
OUTPATIENT SERVICES FOR ADULTS
Through its Comprehensive Services Center, MHRC offers a variety of outpatient services for adults, including mental health screening, assessment and therapy; substance abuse screening, assessment and therapy; psychiatric evaluations; medication management; care coordination; and assistance in obtaining benefits, such as Social Security Income, Social Security Disability Income, Medicaid, food stamps and housing. Other services include referrals to many community agencies and other MHRC services when needs arise. The program also encourages the participation of family or significant others in treatment, when appropriate.
CASE MANAGEMENT SERVICES
Services include assessment, service planning, linking and referring, monitoring, advocating, and coordinating services. Case Managers assist individuals to access housing, food, medical treatment, medication management, financial assistance, government entitlements, clothing, daily living skills training, vocational rehabilitation, counseling, transportation and other available social services. Case Management Services are provided via face-to-face contacts, telephone contacts, and collateral contacts and are provided in various places, including the person's home, place of work, treatment program, family's home, or the provider's office. The specific services provided and service frequency are based on the person's needs, goals, and abilities.
ADULT PSYCHOSOCIAL REHABILITATION SERVICES
The Milestone Outpatient Psychosocial Rehabilitation program provides therapeutic and educational activities for adults to improve or maintain mental, physical, emotional, and social functioning. Psychosocial rehabilitation groups and basic living skill activities are designed to enhance the person's health and emotional well-being, and assist him or her to achieve a more independent lifestyle.
MHRC accepts and directly bills most insurance plans, including Medicaid, Medicare and most private insurance plans. Individuals who do not have health insurance and cannot afford our standard rates may be eligible for a reduced fee, depending on their income and number of household members. Some MHRC programs are funded in part by the Florida Department of Children and Families (DCF) and its managing entities, LSF Health Systems, Central Florida Behavioral Health Network, and Central Florida Cares Health System; the federal government; and the City of Jacksonville.

One quick last question. Who was seeking counseling today?
Do you know the reason they are not accepting clients?
Qualifying for assistance from Florida's program usually depends on the severity of your condition and financial circumstance. Read our full guide to Florida's program.
A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
