The Tulare County Health & Human Services Agency (HHSA) Mental Health Branch provides services for residents who are experiencing symptoms of mental illness. Both County-operated and community-based clinics provide services ranging from outpatient to long-term care. Together, these programs create a system of care for individuals of all ages experiencing mental health problems. Mental health services are provided in several languages.

Services Offered
Alcohol & Other Drug Prevention, Treatment & Recovery Services Tulare County Alcohol and Other Drug (AOD) treatment programs are dedicated to serving the residents and families of Tulare County who experience the effects of substance use disorders. Services include outpatient and residential treatment for men and women provided by certified alcohol and other drug treatment specialists.
AOD's prevention services include perinatal outreach programs for pregnant and/or parenting women impacted by substance use. Referrals to mental health, public health, and other social services.
LGBTQ Youth Resources Every day, The Trevor Project saves young lives through its free and confidential lifeline, in-school workshops, educational materials, online resources, and advocacy. The program promotes acceptance of LGBTQ youth and promotes mental health and self-esteem. The Trevor Project also provides information and referrals to available resources for the community.
The Trevor Project provides Lifeguard Workshops in order to educate participants about youth suicide prevention and LGBTQ-specific lifesaving strategies. Custom training related to youth suicide prevention for businesses, community groups, and faith-based organizations are available upon request.
Mental Health Clinical Services Mental health clinics provide services that help individuals with mental illness manage their symptoms and avoid crises. Our goal is to help you avoid hospitalization and help you live and thrive within your community. To do so we use a "whatever it takes" approach to support the wellness and recovery process.
Mental health services may include: * Individual, group, and family therapy * Psychiatric evaluation, consultation, and medication support * Crisis emergency assistance * Health care referrals * Services at school for children and youth * Substance abuse and mental health coordinated services
Suicide Prevention Although it's a preventable public health problem, suicide has touched many of us in one way or another.
Raising awareness of symptoms and warning signs of suicidal behavior can save lives. In educating our communities about suicide prevention, we can reduce risk factors for suicide.

A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
