Tuscola Behavioral Health Systems (TBHS) is a governmental non-profit Michigan Community Mental Health Authority established in 1974 to manage public mental health services in Tuscola County. TBHS is under contract with and funded in part by the Michigan Department of Community Mental Health, as well as, Tuscola County.
Our mission is to empower individuals and families on their journey toward wellness and recovery by providing access to comprehensive behavioral health care services in our community.

Services Offered
Assertive Community Treatment (ACT) Program ACT is a team based, community oriented program that provides an inclusive array of services that support Consumers in their recovery journey. The Team works comprehensively with adults who have been diagnosed with a severe and persistent mental illness and who may be at risk for psychiatric hospitalization.
ACT also provides Integrated Dual Diagnosis Treatment (IDDT), for co-occurring disorders for consumers that have both a mental health and substance abuse diagnosis, as well as assessing and providing Dialectical Behavioral Therapy (DBT), for individuals with emotional regulation disorders.
Autism Benefit The Medicaid and MI Child Autism Benefit provides intensive programming for children 18 months through 5 years of age with the diagnosis of Autism Spectrum Disorder (ASD).
Children's Services Children's Services work with children and the family unit. Services are primarily provided in the family home or community and vary in intensity, application, and duration depending on the needs of the child and the family. Children's Services are designed through a planning process that mandates the active participation of the family in the child's treatment process.
Children's Services are designed to provide intensive services to children and their families within their home and community, including: * Case Management Services * Child and Family Therapy * Child and Family Skill Building * Crisis Intervention * Group Therapy * Parenting Education * Psychiatric Services * Respite Services
Outpatient Services Often behavioral and emotional concerns can cast a shadow on everyday life, creating additional problems that may, in time, worsen if help is not received. Symptoms from trauma can also impact relationships and coping. Outpatient therapy is solution focused and helps people focus on improving their emotional, mental, and social functioning as part of their recovery journey. Services can be provided on a one-to-one basis, with natural supports or family, or in a group setting.
Professional and confidential services are provided to people of all ages offering affordable, comprehensive, and easily accessible behavioral health care.
Psychiatric Services Psychiatric evaluations include a comprehensive, face-to-face evaluation by a psychiatrist for adults with severe and persistent mental illness and children with severe emotional disturbances. The focus of the evaluation is to determine the mental status, including the presenting problem, history of illness or previous psychiatric history, and medication history to provide a comprehensive assessment to help formulate a person-centered plan in the overall care.
Fees and Payment
TBHS is a governmental health care organization financed by consumer payments, funds from Federal, State, and Local Governments, and contributions. Your financial liability for Agency services will be no more than the rate appearing on the Agency's current rate schedule or no more than your Ability to Pay as determined by the Agency's current ability to pay schedule, whichever is less. If you have insurance benefits for Behavioral Health services or are eligible for other types of Third Party coverage, these sources may pay for part, or perhaps all, of the costs of the services you receive. Any unpaid amounts by your insurance will become your responsibility up to the total charge or your Ability to Pay, whichever is less.

A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
