After 10 years of practice in the states of Nebraska, California, and Oregon, Bill Mahnke (M.S., M.A.), discovered a pressing need in Central Oregon to create a place of nourishment, care, and affordability for community counseling. In 2007, he founded WaterCup Ministries. Since then, WaterCup Counseling Service has grown to a team that is fueled by a deep love of people, and a commitment to not let finances prevent local community from receiving help. We believe this tenet truly reveals the heart of Christ.

Fees and Payment
We believe in affordable quality counseling that seeks to meet the needs and heart of each client. WaterCup operates on a sliding scale that enables most clients to receive the services they need. If a client cannot afford our sliding scale, we work to build partnership with local churches and donors to provide sponsorship. Additionally, we offer work-trade as a means of payment as well.
Our service rate is $125 per hour and can drop to as low as $30 per hour depending on client income. Please note that as a non-profit we do not directly bill insurance companies. Invoices are available to those who want to pursue this option individually, however we cannot guarantee cooperation from any insurance agency.
We truly believe that finances should never be a deterrent when seeking help. We would like to work with you the best that we can. Please contact us for more information. Thank you.

Qualifying for assistance from Oregon's program usually depends on the severity of your condition and financial circumstance. Read our full guide to Oregon's program.
A community counseling agency is a group therapy practice that offers affordable mental health services. Most are independent non-profit agencies, state agencies, or publicly-funded agencies. A few may restrict who is eligible for services, so it is a good idea to check when you call.
Community counseling agencies are generally more affordable than other therapy providers, but how much more affordable they are will depend on whether you qualify for a discount or sliding scale fee (or if they accept your insurance). Many, but not all, have a policy that they won't turn away anyone due to inability to pay. You should ask about their fees when you first call.
Expect to talk to kind people who want to help you find the care you need. Most community agencies strive to connect you with a live person within 24 hours, if not immediately. If you're asked to hold or leave a message, don't give up; just leave a message and wait. You should hear back pretty quickly.
Most agencies try to set up an initial assessment appointment within a week (some do within 24 hours), though the waitlist to start therapy is usually longer—about a few weeks on average. If you're not eligible or if the agency is not right for you, it's usually still worth it to call or drop in, because staff are knowledgeable about local options and can often refer you to one.
