Consejo Counseling and Referral Service is an award-winning agency that has provided behavioral health services to the Latino community in the state of Washington for near four decades. Most Consejo's clients are immigrants from Latin America who speak Spanish who represent the largest growing community in the United States today. The outcomes demonstrated by Consejo across Washington State have won it a noteworthy national reputation for providing culturally competent services designed to address the diverse needs of adults, children, adolescents and families in the Latino community.
Adult Outpatient Mental Health Program
Consejo's adult outpatient services are consistent with the Behavioral Health Organization Plan (BHO), Mental Health Plan for Medicaid, and Non Medicaid individuals in need of outpatient care. Consejo is licensed as an outpatient provider by the Washington State Department of Behavioral Health and Recovery. Mental Health services are available based on needs that are mutually determined between the individual receiving services and Consejo's mental health provider. A client can receive the following outpatient services at Consejo:

Older Adult Outpatient Mental Health Program
Consejo's Older Adult Services aim to address Behavioral Health conditions among the elderly with severe cognitive issues, mood disorders and emotional impairment that affect their daily functions. Some of these include Alzheimer's disease, depression, anxiety, and effects from traumatic events. Consejo's Older Adult program evaluates for the following potential triggers for mental illness in the elderly community.
- Mental Health conditions
- Physical disability
- Long-term illness (e.g., heart disease or cancer)
- Dementia-causing illness (e.g. Alzheimer's disease)
- Physical illnesses that can affect thought, memory, and emotion (e.g. thyroid or adrenal disease)
- Change of environment, like moving into assisted living, nursing home or adult family home setting.
- The emotional impact of the loss of a loved one
- Medication interactions and potential side effects
- Alcohol or substance use patterns.
- Poor diet or malnutrition.
- Substance Use Disorder
- Cultural factor that may impact the individual´s level of functioning
Children and Youth Out Patient Behavioral Health Program
Consejo's Children and Youth Out Patient Behavioral Health Program aims at providing care for youth in their educational environment. Consejo's services promote positive mental health and strive to prevent and minimize ongoing mental health conditions.

Sexual Assault Program
Consejo has been providing sexual assault services for the Latino community and people of color since 1978. Consejo is committed to increase awareness and supporting recovery from sexual abuse.
The Sexual Assault Advocacy Program provides culturally and linguistically competent, and confidential sexual assault services to survivors and their families in their primary language. These services include:
- Medical/health advocacy
- Legal advocacy
- Client support groups
- Family support services
- Individual & family counseling
- Referral for clients who meet the criteria.
Older Adult Day Support Program
Consejo's Older Adult Day Support serves elders and people living with disabilities. They include intensive rehabilitation of integrated and varied life skills, support, and training. Consejo's services include educating the individual on physical health, emotional well-being, nutrition, money management, living arrangements, and other life skills. Consejo's recovery services focus on helping individual's function at their highest level and re-integrating them back into the community. Consejo's services assist individuals in building new capacity, improving socialization skills, and developing successful coping strategies. Hot lunch is also provided to the individuals participating in the day support program.
Psychiatric Care Program
Consejo employs Board Certified Psychiatric staff to provide psychiatric evaluations, medication management to assist with accurate diagnosis and treatment plan development. Consejo also employs psychiatric nurse practitioners to work as part of the clinical team, providing evaluations, medication services, and consultation as needed. Consejo's psychiatric team treat mental health dIagnoses including depression, bipolar disorder, anxiety post-traumatic stress, OCD and other conditions.
Case Management
Case management is a collaborative process that assesses, plans, implements, coordinates, monitors, and evaluates the options and services required to meet the client's behavioral health and basic human needs. Case management services patients handle aspects of their lives that are related to their behavioral health condition that might impact whether the patient remains in the community or has successful treatment outcomes.
Case Management Services Include:
- Advocacy Services
- Ongoing needs assessment
- Care planning and case monitoring
- Care coordination
- Benefit assistance
- Linking and referring individuals to needed services such as transportation, health care, child care assistance, and school/work needs, as well as other needs identified by the individual.
Peer Support Program
Peer support services are provided by individuals who are on their own recovery journeys, and have received training in how to be helpful to others in recovery. Peer support services are provided by trained and State certified Peer Counselors.
