Community Development Authority - Rehabilitation of Juvenile Delinquents & Vulnerable to Delinquents
The Community Development Authority (CDA) was founded by a decree of H.H. Sheikh Mohammed bin Rashid Al Maktoum, Vice-President and Prime Minister of the UAE and Ruler of Dubai in July 2008. CDA is responsible for setting up and developing a framework for social development, and aims to achieve the goals outlined in the Dubai Strategic Plans.
Rehabilitation of juvenile delinquents and vulnerable to delinquents programme implemented by the child protection section at the Community Development Authority (CDA) with a view to rehabilitating juvenile who are below the age of 18 and who suffer from social and behavioral problems or were sentenced by court of Dubai to one of the measures set out in the Federal Law No. 9 of 1976, concerning juvenile delinquents and vagrants. The programme reintegrates them into the community and turns them into happy, empowered and safe children who are aware of their rights.

Services
- Providing social counselling services for juveniles and their families through individual, family and group meetings
- Providing activities that help juveniles to be happy, empowered, safe and aware of their rights so that they are easily reintegrated into the community
- Monitoring juveniles at his family or punishment place.
- Communicating with training supervisors.
- Submitting periodic reports related to juvenile delinquents to judicial authorities which might end, change or extend the sentence.
- Attending court hearings together with the juvenile at Dubai courts.
- Providing counselling services for the juvenile's family.
- Raising awareness and providing guidance to all community members in all sectors.
Target Audience
- Children who suffer from social and behavioral problems.
- Children sentenced to probationary or deportation or imprisonment: incarcerated in the General Department of Punitive and Correctional Establishments at Dubai Police.
- Children sentenced to vocational training: staying with his family but undergoes training in one of the public or private institutions under the supervision of CDA.

- The juvenile delinquent transfers automatically from the Dubai Public Prosecution.
Vulnerable to Delinquents:
- Copy of valid UAE ID card.
