The center is established in 1998, with a donation from pharmacist Hassan Abbas Helmy, with a plot of land of 7,800 square meters to the Ministry of Health, to allocate it as an addiction treatment center, in addition to constructing a building for outpatient clinics at his own expense on an area of 380 meters, which includes, next to the psychiatric clinic, orthopedic and internal clinics. The center was included in the General Secretariat of Mental Health in 2010.

The outpatient building includes adult psychiatric clinics, pediatric psychiatric clinics, addiction clinics, geriatric clinics, and a day care center. Specialized Women's Mental Health Clinic, Disorders that are treated by the clinic: - Psychological disorders associated with pregnancy and lactation. - Psychological and mood disorders caused by hormonal disorders. - Psychological disorders associated with menopause. - Sexual disorders and premarital sex education. - Dealing with personality disorders and deliberate self-harm. - Appetite disorders (anorexia nervosa - or bulimia nervosa). - The psychological repercussions of exposure to violence or abuse.
